I've seen them have both Priority Plumbing (which is what I went through with their own plumbers employed by the water utilities company)
and government approved plumbers which are the plumbers the water company recommends which are independent ones with govt tick of approval which is what I think you were referring to.
I had a nice plumber come out from Priority Plumbing who was a Jehovas Witness and he never overcharged me.
