When the neighbours throw parties I use white noise which jumbles sound so you can't hear anything except white noise. Its scientifically proven. I had a white noise CD that I would put on repeat loop. I think you tube has white noise audios that you can play. Another thing I used to do was put my radio on in-between stations so you get a fuzzy sound which is also white noise that wipes out any outside sound @TAB
